We Hereby Grant Special Privileges To...

I don't have a lot of time this morning, but I did want to pose one quick question. First, in case you didn't know, our Washington State Constitution says:

SECTION 12 SPECIAL PRIVILEGES AND IMMUNITIES PROHIBITED. No law shall be passed granting to any citizen, class of citizens, or corporation other than municipal, privileges or immunities which upon the same terms shall not equally belong to all citizens, or corporations.

Knowing that, how can our state legislators pass laws that give certain classes of citizens and/or corporations a better finacial footing in our society via tax breaks and/or incentives? For more on this topic, see Mark's post at his South Puget Sound Libertarian blog.
